In recent years, more people are doing outdoor sports, such as bike riding, skateboard riding and roller skating. In addition to wearing protective helmets to ensure head safety, wearing eye protection of protective helmets for pedal cyclists and for users of skates, skateboards and roller skates (hereinafter referred to as eye protection of protective helmets for bicycles) can protect users' eyes from dust and burning sun. To protect the rights of consumers, the Bureau of Standards, Metrology and Inspection (BSMI) has listed eye protection of protective helmets for bicycles within the scope of inspection. Starting from April 1, 2020, these products should be inspected and compliant with CNS 13371 before they are imported from abroad or placed on the domestic market.
BSMI indicated that the method of inspection of eye protection of protective helmets for bicycles is batch-by-batch inspection or Registration of Product Certification (RPC). The inspection standard is CNS 13371 "Protective helmets for pedal cyclists and for users of skates, skateboards and roller skates." The inspection items include "appearance," "optical character (including parallelism, diopter power and transparency)," "heat resistance," "cold resistance," "strength" and labeling. Other standards may be referenced for certain aspects. For example, "transparency" of optical character should meet the requirements of CNS 15067 - the transmittance of visual sense for sunglasses filter categories 0 to 3 (transmittance of visual sense should be more than 8%). If transmittance is more than 8% or less than 75%, it should be labeled with a warning notice: "Not suitable for early morning or nighttime driving" or "Not suitable for driving at night or in dim light", so the consumers may identify and choose the appropriate products. BSMI emphasized that eye protection of protective helmets for bicycles will be allowed for import or placing on the market after successful completion of the inspection procedures. As for the products that are already on the market, the BSMI has developed an annual market surveillance plan. If a product is found to be not in compliance with the regulations, an officer will be sent to investigate the reason for failure in meeting the regulations, of which an interview record will be made and processed in accordance with relevant regulations, thereby protecting the rights of the consumers.
BSMI urges manufacturers to ensure product safety and the correctness of labeling such as to protect the rights of consumers. Also, BSMI reminds consumers to be aware of the following listed matters when selecting and purchasing an "eye protection of protective helmets for bicycles":
1.Only purchase a product bearing a "Commodity Inspection Mark" (Website Address for Commodity Inspection Mark https://civil.bsmi.gov.tw/bsmi_pqn/).

2.Do not purchase any no-brand product with unidentified origin, parallel imported product, and counterfeit goods.
3.Consumers may consult the following table in choosing eye protection of protective helmets for bicycles according to their respective ability to reduce sunlight.
4.Eye protection of protective helmets for bicycles should not make people uncomfortable when wearing. It should be easy to wear and not easy to be damaged.
5.Each part of the product should not contain sharp edges or irregularities which may cause cuts or abrasions while wearing.
