The Bureau of Standards, Metrology, and Inspection (BSMI) will enforce the verification of Average Speed Control (ASC) devices on January 1, 2021 to ensure the accuracy of measurement so as to protect the rights of citizens. ASC devices shall not be put into use until they pass verification.

According to the BSMI, the "Technical Specifications for Verification and Inspection of Average Speed Control Devices" was adopted and published on October 20, 2020 to provide a consistent verification and inspection procedure for ASC devices. Currently, three institutions passed the assessment of the BSMI and may perform the verification of ASC devices. They are the National Chung-Shan Institute of Science and Technology, the Industrial Technology Research Institute and the Taiwan Testing and Certification Center.

The BSMI further explained that the function of ASC devices is to record the travel time for a vehicle passing two fixed detection zones and to calculate the average speed of vehicle in the distance between the zones. Verification is done by checking the results measured by the ASC devices against those measured by a testing vehicle, equipped with calibrated vehicle-mounted timing equipment and vehicle speed measurement equipment, which is driven on the road for the same distance.

With a view to assisting the competent authorities of transportation and police in finalizing the deployment of verified ASC devices as early as possible, two meetings were held with those authorities in November and December 2020 respectively, to give an overview of the requirements of the technical specifications as well as collaborative actions to be taken in the process of performing verification, said by the BSMI.

The BSMI reminds the public that, while the verification of ASC devices will enhance the confidence of the public in the enforcement of transportation laws by the police and safeguard the rights and interests of citizens, the road speed limits shall be observed, with or without the deployment of ASC devices, so as to protect themselves and others from dangers of speeding.
