The Bureau of Standards, Metrology, and Inspection with Consumers' Foundation, Chinese Taipei Jointly Announces the Inspection Results of the "Food Processor (Juice Blender)" Currently Available on the Market

Due to the trend of healthy drinks, many consumers have chosen to make meals right at home (DIY), which allows them to gain a better grasp of the food source. At the same time, this trend has promoted the sales of food processors. In order to ensure the rights of the consumers as well as to strengthen product safety, the Bureau of Safety, Metrology and Inspection (BSMI) as well as Consumers' Foundation, Chinese Taipei collaborated to proactively inspect the "food processors" currently available on the market. In the February of 2019, 10 sample items were randomly purchased from sales channels such as stores, supermarkets, dealers and online shopping platforms. The inspection results indicated that all items purchased have met the inspection criteria of "product quality," "important components comparison," and "Chinese labels." However, 1 item failed to meet the criterion of "commodity inspection mark."

1. Inspection Standard
BSMI indicates "food processor" is one of the listed products which the bureau must inspect. Therefore, according to CNS 3765 "Household and Similar Electrical Appliances - Part 1: General Requirements" (or CNS 60335-1 "Household and Similar Electrical Appliances - Safety - Part 1: General Requirements," IEC 60335-2-14 “Household and similar electrical appliances-Safety- Part2-14: Particular requirements for kitchen machines” (or CNS 60335-2-14 "Household and similar electrical appliances - Safety - Part 2-14: Particular requirements for kitchen machines" and CNS 13783-1 "Electromagnetic compatibility - Requirements for household appliances, electric tools and similar apparatus - Part 1: Emission," the current inspection is executed by investigating 6 quality criteria, which includes: "Heating test," "Leakage current test," "Electric Strength test," "Abnormal operation test," "Construction check," and "Electromagnetic compatibility test." Also, "Important component comparison" is inspected. Additionally, in accordance with the aforementioned standards and product testing regulations, inspection of "Commodity inspection mark" and "Chinese label" is performed.

2. Inspection Results
The inspection results of the sampled products are as follows:
I.Quality Criteria: All sampled products have satisfied the regulations
II.Important Component Comparison: All sampled products satisfied the regulations
III.Labeling Check:
i."Commodity Inspection Mark:" 1 item (no. 5) wrongly labelled as R45336
ii."Chinese label:" All sampled products satisfied the regulations

3. Follow-up Procedures for Product(s) Not Meeting Regulations
As explained by BSMI, the follow-up procedures for the 1 item that did not meet the regulations during this "Commodity Inspection Mark" check are as follows:
The mislabeling of "Commodity Inspection Mark" is a direct violation of Article 12 in "The Commodity Inspection Act," of which in accordance with Article 59 of the same Act, the responsible party shall be notified to rectify the mark within a designated time. If the error is not rectified by the deadline, a monetary penalty of NTD 100,000 (a hundred thousand) minimum to upwards of NTD 1,000,000 (one million) will be imposed, with the product being removed from verification registration in accordance with Article 42.

BSMI has indicated that because food processor has been listed within the scope for inspection, the product shall only be allowed for export/import of the factory after satisfactory completion of the inspection procedure. As for the products that are already on the market, the bureau has established yearly market inspection plan. If a product is found to be not meeting the regulations, an investigator will be sent to investigate the reason for failure in meeting the regulations, of which an interview record will be created and processed in accordance with relevant regulations, thereby protecting the rights of the consumers with such 2-step verification system.

4. Advises of Purchase and Usage Notices
BSMI advises manufacturers to fully implement product safety and the correctness in labelling, thereby protecting the rights of the consumers. Also, the bureau reminds consumers to be aware of the following listed items when selecting and purchasing a "food processor:"
I.Only purchase a food processor that contains a "Commodity Inspection Mark" (ex.Commodity Inspection Mark,Commodity Inspection Mark, or Commodity Inspection Mark).(Website Address for Commodity Inspection Mark Inquiry: https://civil.bsmi.gov.tw/bsmi_pqn/
II.When purchasing, please review the company name, address, specifications (ex. voltage, power consumption or current) and model number to ensure that all labels are correct as well as check to verify if a user's manual is intact.
III.To avoid endangering safety, consumers shall properly store the user manual, read carefully all the content within the manual before usage, especially cautions, warnings, and notices. Consumers shall always use the food processor by adhering to the listed instructions as well as any safety precautions within the content.
IV.Prior to use, please make sure that the power plug is tightly plugged into the socket, without any loosening of unfitting of the plug itself. When pulling the power plug away from the socket, please unplug by holding onto the power plug in order to prevent any pulling of power cords, which may result in the breakage of internal copper wire. Always be aware of the condition of the food processor during usage, be sure that the power cord does not twist into a knot.
V.When cleaning the food processor, please adhere to the usage instructions as well as any notices. First, unplug the power plug away from the socket. Then, prevent any water from seeping into the insides of the processor (where the motor is) so as to prevent any dangers of electrical shock.
VI.If there are any occurrences of unsmooth operation or malfunctioning, immediately stop using the processor and call the appropriate maintenance facility designated by the manufacturer to perform a checkup, do not change any components or attempt to fix it on your own. Also, please make sure to execute scheduled maintenance, thereby ensuring usage safety.
